Following the “Session 22: Making Transport Emissions Count with CountEmissionsEU” at Connecting Europe Days 2026, this interactive roundtable will explore the role of emission factors in the calculation of transparent greenhouse gas (GHG) emission reporting for transport services.
CountEmissionsEU establishes a common framework for calculating and reporting transport emissions across Europe, based on the methodology defined in ISO 14083. While the regulation provides the accounting framework, its successful use is dependent on deployment of consistent and scientifically robust emission factors. Differences in system boundaries, lifecycle assumptions, methodologies and data sources can lead to significantly different emissions results, highlighting the need for greater alignment across the transport sector.
The session will explain the objectives of CountEmissionsEU and what they mean in practice for emission factor development and use, including questions around system boundaries, methodological choices and default vs actual values. It will also explore the relationship between CountEmissionsEU, ISO 14083 and the Horizon Europe CLEVER project, which is developing a harmonized methodology for emission factors as a support mechanism for the consistent implementation of CountEmissionsEU across transport modes and energy carriers.
Through a combination of short presentations and moderated roundtable discussions, participants will examine why harmonized transport emission reporting matters, why this approach is embedded in CountEmissionsEU, how CLEVER supports the implementation of CountEmissionsEU and how it relates to other existing initiatives and datasets.

Designed as an in-person roundtable, the session aims to encourage open dialogue between policymakers, researchers, industry representatives and practitioners on the methodological foundations needed to support consistent transport emissions accounting and reporting across Europe.
