Open Consultation on the initial goal and scope of the CLEVER Project’s Emission Factor Calculation Methodology
The CLEVER project is dedicated to advancing transparent, accurate, and harmonised emission factor calculations to support sustainable transport and logistics decision-making across Europe. As part of our commitment to inclusivity and stakeholder engagement, we invite experts, practitioners, policymakers, and interested parties to participate in a public consultation on the foundational elements of our emission factor calculation methodology — specifically, the initial goal and scope outline articulated in Deliverable 3.1.
Your insights and feedback are crucial to ensure that our methodology reflects the diverse realities of transport operations and aligns with the broader goals of environmental sustainability, regulatory compliance, and practical applicability.
This consultation aims to validate and refine the project’s initial framework before its finalisation, ensuring it meets the objectives of CountEmissionsEU and the needs of end users and contributes effectively to emission reduction efforts.
We encourage contributions from all sectors involved in transport emission accounting, including researchers, industry representatives, environmental organisations, and public authorities. Together, we are working to build a clear and reliable methodology that supports low-carbon transport. It will feed into CountEmissionsEU and inform the upcoming ISO 14083 update.
Timeline for the consultation
- Deadline for comments and filling the survey: 1st September 2025
- Submission of D3.1 to the European Commission: 30th October 2025

- If you wish to remain anonymous please do not fill in the name/organisation field.
- Email addresses collected as part of the survey will not be shared with any external or internal parties.
